지역 엘리트 학교의 주변화: 가모농림학교(加茂農林学校)로 본 근대 일본 중등농업교육과 지리적 위계 로 이전, 新潟大学의 농학부가 되었다. 지역 유지들이 중등교육기관과 결합하며 자리잡은 가모초에서는 고등교육기관의 유치작전이 지역 사회의 반발을 불러일으키며 좌초되었고, 오히려 현청소재지 니가타시에 고등교육기관이 추가된 것이다. 1945년 이후 전체산업에서 농업의 비중이 줄어들며 가모시와 가모농림학교의 위상은 점차 하락했다. 이 과정을 살핌으로써, 이 논문은 왜 소규모 지역자치체에서 고등교육기관의 유치를 통한 지역발전의 꿈이 실현하기 어려운지를 생각한다..
